Your Lordship, copy of a private communication which has been received by the Harbour Master, Captain Rumsey, from Mr. R. Cooke, the Superintendent of the Hongkong and Whampoa Dock Company.

Although Mr. Cooke alludes to another accident than the one mentioned in my previous despatch, I do not consider that the circumstances related by him, and in regard to which it would be difficult to obtain further information, are sufficient to justify applying to the Legislature for a compassionate allowance for the family of the deceased.
